Project Timeline

We foresee the project unfolding in three phases, with each phase encompassing a financial goal and its corresponding project or programming goal. The two concurrent timelines are detailed separately below.

Financial Timeline

PHASE 1 Project Planning & Fundraising JUL 2005 – JUN 2006
  1. Obtain commitments for $2,000,000 over 2.5 year period
  2. Procure $500,000 in actual funds from private and corporate donors (Completed Ahead Of Schedule)
PHASE 2 Primary Facility Construction JUL 2006 – JUN 2007
  1. Initial capital construction cost (In Progress On Schedule)
  2. Commence work on building and equipping general pediatrics floor and public health center floor (In Progress On Schedule)
  3. Procure 2nd round of fundraising from grants & corporate donors - $500,000 (Completed)
PHASE 3 Establish Standard of Care JUL 2007 – DEC 2007
  1. Secure final round of fundraising from grants & corporate donors - $500,000 x2
  2. Procure medical equipment, drug therapy, and consumables
  3. Provide for maintenance of equipment and re-supply of drugs/consumables (for Years 1 – 3 only)
  4. Provide clinical pediatric healthcare grants to medical professionals

Project Timeline

PHASE 1 Project Planning & Fundraising JUL 2005 – MAY 2006
  1. Sign an MOU w/Ministry of Health/Government of Sri Lanka to rehabilitate the pediatric healthcare infrastructure in Matara (Completed)
  2. Develop a detailed project plan and budget for building the pediatric hospital (Completed)
  3. Raise $2M – Foundation grants / Non-profit organizations / Corporate donors / Private individuals (In Progress)
  4. Collaborate and coordinate planning with the Steering Committee designated to build the new 1000-bed medical campus at Matara (In Progress)
  5. Establish a WCI-Sri Lanka office and full-time operational infrastructure (In Progress)
  6. Review and select architect to blueprint, oversee and manage the construction phase (Completed)
  7. Determine site for development of new medical campus in Matara (In Progress)
  8. Review and select contractors / engineers for construction as well as procure construction supplies
PHASE 2 Primary Facility Construction JUN 2006 – AUG 2007
  1. Groundbreaking - (Completed)
  2. Clear land and construct new 3-story pediatric facility in new medical complex (In Progress)
  3. WCI-Sri Lanka team will manage and monitor development and progress (In Progress)
  4. Solicit and negotiate competitive bids for the procurement of standard-of-care equipment, drugs, and medical supplies
  5. Develop clinical standards of care for the management of inpatient and outpatient diseases most affecting the pediatric population in Matara (In Progress)
  6. Develop public health educational modules and curriculum for the Public Health Training / Learning Center (In Progress)
PHASE 3 Establish Standard of Care SEP 2007 – DEC 2007
  1. Open the new pediatric hospital and public health training center
  2. Implement the new clinical standards of care w/monitoring and assessment of effectiveness
  3. Initiate public health training programs for the surrounding medical professionals, clinics and facilities
  4. Begin 3 year phase-out strategy for the financial support of medical supplies, drugs, equipment
  5. Scale down WCI-Sri Lanka operations
  6. Initiate the scholarship exchange programs between MGH and Childrens’ Hospitals (US)

Progress Report

Operations and Logistics

  • January 2007 – Formal Groundbreaking; land clearing nears completion
  • January 2007 – Project Peds hires Kristin Maresca as Managing Director
  • December 2006 – World Children’s Initiative, one of Project Peds coalition members, receives 501(c3) status and opens bank account
  • November 2006 – Project Peds retains Lionel Jayaratnea as in-country project manager
  • October 2006 – Project Peds Architects, Korean Architects (Aum & Lee) and Sri Lanka’s Central Engineering Consultancy Bureau (CECB) begin to coordinate location and construction of Matara Pediatric Facility in larger hospital complex
  • September 2006 –Project Peds Interim Sri Lankan Management Team begins participating in the Steering Committee for the Korea Sri Lanka Friendship Hospital in Godagama/ Matara
  • August 2006 – Project Peds retains architects, Suchith Mohotti & Associates
  • April 2006 – Project Peds drafts detailed “programming document” documenting the functional requirements for the design of the Matara Pediatric Facility
  • December 2005 – Mr. C. Wijetilleke traveled to Colombo. He established an Interim Sri Lankan Project Management Team, which was led by Nikhil Narayan and Navein Pereira. He also met with the Sri Lankan Foreign Minister and other government officials to discuss how the pediatric ward will fit into the GOSL’s Master Plan for reconstruction of MGH.
  • October 2005 - Drs. Daluvoy and Ratnayaka traveled to Colombo and Matara. They met with officials from the Ministry of Health, establishing Project Peds contact personnel in Colombo, and meteeting with the staff pediatricians at MGH.

Governmental Affairs

  • Project Peds signed a Memorandum of Understanding (MOU) with the Government of Sri Lanka (GOSL) committing both parties to the rehabilitation of MGH in the coming years and ensuring a GOSL role in sustaining the quality of care at MGH
  • Project Peds is currently in negotiations with the GOSL to procure specific assurances regarding the financing and staffing of MGH (will be incorporated into MOU by amendment)
  • Project Peds has had repeated meetings with the GOSL and its embassy in Washington D.C. to discuss how the new pediatrics ward will fit into the GOSL’s Master Plan for tearing down and reconstructing MGH in its entirety.
  • Project Peds has met with several U.S. Congressmen, including Congressmen Van Hollen and Honda, to apprise them of Project Peds’ mission and progress

Financial – Liquid Assets

  • Project Peds now has close to $ 600,000 in liquid assets
  • Project Peds has received a $ 400,000 grant from the Bush Clinton Houston Tsunami Fund; Project Peds has allocated this grant for building and equipping the General Pediatrics Ward
  • Project Peds has received $ 60,000 from the Sri Lankan American Medical Association of North America
  • Project Peds has currently collected seed donations from individual and corporate sources, including Kaiser Permanente, Carnegie Foundation, Children’s Hospital of Pittsburgh, the greater Washington Sri Lankan American/ Friends of Sri Lanka Community and others.

Financial – Earmarked Funding/Commitments

  • The American Jewish Joint Distribution Committee (AJJDC) has committed $ 300,000 for the Public Health Training Center. The funds will be available for use once the construction of the pediatrics ward begins.
  • Proposals are pending before AmeriCares and the American Red Cross

Financial – In-Kind Donation Value

  • Project Peds is currently in negotiations with Project HOPE and the Sri Lankan Ministry of Health to transfer $ 4,000,000.00 to $ 8,000,000.00 in drugs and other medical consumables to Sri Lankan healthcare institutions, including Matara
